You stated, "Our fellowship has a service structure in place for 'new literature.'" Several of the people who were involved in the developement of the Basic Text and the 'structure' to which you refer was developed at the time. In the CAR of '98, in reference to the establishment of the new World Board was a copy of current (at the time) policy with changes highlighted by underlining and strikethrough. All of the existing policies concerning the developement of literature was striken when Motion One passed. It was clearly stated in a publication from the new World Board that 'The service structure as we have come to know it no longer exists'. We are told that it will take at least two years for the new WB to develop its internal guidelines and for some tangible form to emerge.

Given all the above, is it any wonder that some of us believe that the development of any literature begins and ends with the individual addicts in groups around the world and not dictated by a service structure that is accountable to the groups. I agree that the approval status of this peice of literature will happen ONLY with the approval of the individual addicts worldwide but disagree with the concept that we MUST use the present structure in the process.
